However, strikes me as implausible that just after the Civil War the Texas Rangers have been give broad jurisdiction across US territory. This strikes me as wrong because the Rangers are an intra-State agency Texas Rangers , not an inter-State agency i. So a recently treacherous group, that lost their war, has been given vast territorial powers?
That is harder to swallow than the magic. My own fix for this is to say that this new jurisdiction is to say it is generally a secret and illicit thing. That is, a Ranger will roll into some not-Texas town with the cover story they are here or on their way to another town to pick up some criminal. This criminal is wanted in Texas for arson, murder and jaywalking. This story may or may not be true, but in any case serves as an excuse for having the Ranger present.
It also means the Ranger has to strike a balance in pursuit of monsters, and dealing with the local authorities. Tags: None. Two things. It worked well, so the Union decided to keep a similar model for the new territorial rangers, who can operate in any territory. Two, the Rangers are now territorial rangers, not pulled from states. So the Texas Rangers don't exist in Deadlands anymore.

But I do think a military dictatorship over the former CSA would provide a lot of stories. There are story possibilities in the tension. At the very least, it allows for "hateful displaced Confederate" to continue serve as villains across the setting.
And it does, on a meta-level, allow the Reckoners to continue to make the world a miserable place. The war in the real timeline killed , men — including , from the North. A 10 year war probably killed 1,, men — likely including , from the North. Those additional six years should make the entire bloody affair vastly harder to forgive or ignore. People in the Union would want to recoup the financial costs of the war. Also, Andrew Johnson was impeached in this timeline. That would have left the Federal Government largely in the hand of Congress — it would have been coequal on paper only.
And Congress was largely in the hand of the Radical Republicans, who wanted harsh terms after the War. And additional six wars of war would not have softened their position.
That the CSA attacked Washington, may have killed members of Congress in the process and forced the survivors to flee, also would not have softened their position. Nothing could justify the KKK and its terror — which was largely not directed at the occupying Union military government, but at freed slaves.
The idea I am attempting to justify the KKK is insulting. There are many, many comparisons to be drawn between Nazis and Confederates, but at the end of the day, Germans were never Americans, and they were always recognized to be a separate country, an other to be defeated. The Union fought to preserve the country, not destroy the South.

By 4 years after the war West Germany had its own government again, by 9 years post-war it had full sovereignty recognized by France and Britain. East Germany was technically given Democratic control over itself as well, also in, just the sort of democracy that existed under the USSR. So, y'know you're having the US treat the CSA as worse than actual Nazis were treated by countries that they successfully conquered.
I think it's fair to say that it's a bit extreme. Also, you've said a couple times that a military dictatorship would "provide a lot of stories".
I dunno about you, but IME the stories military dictatorships generate are ones of justified rebellion If you want the rebellion to be 'unjust', and the hateful confederates to be non-sympathetic villains, then really the US should be doing their best to treat the former-confederate states fairly.
